If People are not to be law breaker,then what was the need of huge hierarchy of police org.But why police is not bound to fairness in policing and sensitive enough in the surveillance of weaker people,after all they are being paid out of taxes collected from the Public.
one can see the ample difference between the attitude of North Indian police and south Indian police also, like their people. Why southern police always shows their concern for their duty,whereas north India police look like aristocrat and behave in a rude and abusive language
