सीएजी की रिपोर्टा का राजनीतिक नहीं प्रशासनिक जबाब चाहिए

मनोहर मनोज, 2012 तक सभी को बिजली के लक्ष्य हासिल करने के लिये निजी कंपनियों को अपने क ैप्टिव पावर प्लांट लगाने की अनुमति के तहत किये गए कोल ब्लाक का आबंटन, दिल्ली व मुंबई हवाई अडें के आधुनिकीकरण के लिये निजी कंपनियों के साथ गठित संयुक्त उपक्रम में सरकारी जमीन को औने पौने दाम पर सौंप देना तथा चार अल्ट्रा मेगा बिजली परियोजनाओं में निजी बिजली कंपनियों को अनुचित लाभ दिलाने पर भारत के नियंत्रक व लेखा परीक्षक की जारी तीनों रिपोर्ट से यूपीए सरकार में भारी खलबली मची हुई है। इसके पहले भी 2 जी स्पेक्ट्रम आबंटन तथा कामनवेल्थ खेल के घोटालों पर विगत में जारी सीएजी की रिपोर्टों से सरकार की काफी किरकिरी हो चुकी है। सीएजी की नयी तीन रिपोर्टो के जरिये यूपीए 2 सरकार की कारगुजारियों पर पड़े भ्रष्टाचार के भारी छींटों से सोनिया-मनमोहन सरकार ने अपना बचाव करने के बजाए आश्चर्यजनक तरीके से आक्रामक रूख अख्तियार करने की सोची है। दूसरी तरफ मुख्य विपक्षी पार्टी भाजपा ने पहले से ही भ्रष्टाचार के तमाम आरोपों को झेल रही यूपीए सरकार के कप्तान प्रधानमंत्री मनमोहन सिंह के इस्तीफे की अबकी बार मांग कर डाली है और इस पर संसद सत्र का पूर्ण बहिष्कार किया है। देखा जाए तो दोनो पक्ष इन रिपोर्टों के जरिये देश में उपर से लेकर नीचे तक फैले भ्रष्टाचार के ताने बाने के एक एक कर हो रहे खुलासे के मद्देनजर भ्रष्टाचार का क्या स्थायी समाधान निकाला जाए, उस पर तवज्जों देने के बजाए अपनी अपनी रणनीतियों के जरिये अपने भावी राजनीतिक नफा नुकसान का जायजा लेने में लगेे हैं। सीएजी की इन नयी तीन रिपोर्टों के आधार पर संसद में या मीडिया में या किसी भी सार्वजनिक मंच पर भ्रष्टाचार पर यदि कोई विषयगत चर्चा होती है तो इसका अब कोई मायने नहीं रह गया है क्योंकि इस तरह की चर्चा हमेशा किसी न किसी घोटाले के संज्ञान में आने पर हमारे राजनीतिक दल व मीडिया करते ही रहते हैं खासकर पिछले दो साल में लोकपाल और कालेधन की रोकथाम को लेकर देश में हो रहे जनआंदोलन से इन चर्चाओं को हमेशा बल मिलता आया। पर इनके जरिये देश में भ्रष्टाचार पर रोक लगाने का कोई सुव्यस्थित, सुविचारित और सेक्टरवार व्यापक व वैज्ञानिक तरीका नहीं निकला। देखा जाए तो इन पृष्ठभमियों में इस देश में अलग अलग क्षेत्र में हो रहे भ्रष्टाचारों के उजागर करने से लेकर, इसके नीतिगत, कार्यगत और सद् नीयत तरीके से रोकथाम को लेकर देश के इस संवैधानिक निकाय नियंत्रक व लेखा परीक्षक ने जो निरंतर कार्य किया है उसे समूचे देशवासियों का सलाम भेंट किया जाना चाहिए। सीएजी ने पिछले तीन सालों से भारत की थ्री टायर शासन व्यवस्था केन्द्र, राज्य और स्थानीय स्वशासी इकाईयों से ताल्लुक अलग अलग मंत्रालयों, विभागों, योजनाओं, सब्सिडी प्रावधानों, सार्वजनिक आयोजनों को लेकर जो अपनी रिपोर्टें दी हैं उनमें उनकी प्रस्तुति, फाइंडिंगस, आकलन और सुझाव पर ही यदि सरकारें और सार्वजनिक संस्थाएं गौर करें तो इस देश में भ्रष्टाचार की स्थायी रोकथाम का एक नया अध्याय शुरू किया जा सकता है। लेखक ने सीएजी द्वारा जारी सभी रिपोर्टो के अध्ययन के उपरांत यह निस्कर्ष निकाला है कि जिस तरह से सत्तारूढ़ दल सीएजी की आलोचना कर रहा है वह सरकार को और भी बड़े कटघड़े में खड़ा करता है। इससे तो यही पता चलता है कि सरकारे चोरी भी कर रही हैं और सीनाजोरी भी कर रही हैं। सीएजी ने इधर अपनी सभी रिपोर्टो से यह सिद्ध किया है कि इस देश के हुकूमरानों की इस देश में सार्वजनिक धन के प्रति गैर हिसाबदेयता, लापरवाही, बदनीयती और अपने निजी स्वार्थों के प्रति आसक्ति किस तरह कूट कूट कर भरी पड़ी है जिसका नतीजा ये है कि इन सार्वजनिक पदों पर आसीन व्यक्ति की कन्सर्न फॉर द वैल्यु ऑफ पब्लिक मनी कितनी नदारद हो गई है? यूपीए सरकार के कई मैनेजर अभी सीएजी पर तमाम तरह के बयान दे रहे हैं। इसके पहले कामनवेल्थ और टू जी घोटाले पर आई सीएजी की रिपोर्ट पर भी यूपीए सरकार के नवनियुक्त मैनेजर कपिल सिब्बल ने 1.76 लाख करोड़ के घाटे को शून्य बता दिया , तदंतर सरकार की खैरख्वाही जांच संस्था सीबीआई ने इस घाटे को तीस हजार करोड़ आकलित किया। सुप्रीम कोर्ट, मीडिया, विपक्षी दलों के दबाव में टू जी व कॉमनवेल्थ घोटाले की पूरी चार्जशीट तो बन गयी पर इनमे सरकार में बैठे बड़े व असली कप्तानों पर गाज नहीं गिरी। मनमोहन, सोनिया, करूणानिधि, चिदंबरम हाथ के बजाए इशारों से काम चलाया तो वे बच गए। अभी यूपीए सरकार सीएजी की तीन नयी रिपोर्टों पर अपना मूंह शर्मसार करने के बजाए यह कहकर हेंकडी दिखा रही है कि सीएजी को किसी भी घाटे के आगे जीरों लगाने की आदत सी पड़ गयी है। नवनियुक्त वित्त मंत्री पी चिदंबरम ने कोल ब्लाक आबंटन को लेकर ये कह दिया कि निजी कंपनियों को आबंटित कोल ब्लाक का कोयला तो धरती माता के गर्भ में अभी छिपा है तो यह घाटा कैसे हो गया है? दरअसल जिस तरह से सीएजी की रिपोर्टों पर सरकारी पक्ष अपने मनगढंत हमले कर रहा है और अपने बदनुमा दाम को छिपाने के कई बहाने बना रहा है और दूसरी तरफ विपक्षी दल इन रिपोर्टों के आधार पर कितना ज्यादा राजनीतिक फायदा लिया जा सकता है, उसकी होड़ में लगा हुआ है, उससे वास्तव में देश के सार्वजनिक जीवन में शूचित बहाल करने में कोई मदद नही मिलने वाली है। जबकि, इस मुद्दे की हकीकत ये है कि इस देश में किसी भी दल या सरकार ने चाहे राज्य स्तर पर हो या केन्द्र स्तर पर, भ्रष्टाचार मुक्त व्यवस्था के लिये आज तक बुनियादी पहल नहीं की। दरअसल, सीएजी की पिछली सभी रिपोर्टो ने सार्वजनिक संस्थाओं की कार्य संस्कृति और सार्वजनिक धन की कीमत के प्रति लापरवाही का साक्षात नजारा पेश हुआ है कि कैसे सार्वजनिक व्यवस्था से जुड़े मंत्री, नौकरशाह, ठेकेदार,कारपोरेट घराने, बिचौलिये और परस्पर हित समूह सरकारी संपत्ति पर अपनी गिद्ध दृष्टि गड़ाए हुए हैं और ये अपनी निजी धन, सत्ता व भोग लिप्सा में सार्वजनिक व्यय के बंदरबांट, सार्वजनिक संपत्ति के दुरूपायोग और सार्वजनिक आमदनी में नुकसान को बेहिचक अमली जामा पहनाने का काम करते आए हैं। सत्ताधारी दल तो अपने संवैधानिक निकाय सीएजी की तो इस तरह की आलोचना कर रहा है कि मानो वह वह उसका कोई प्रतियोगी दल हो। यदि ऐसा होता तो विगत दिनों भारत सरकार द्वारा दिये गए सभी 155 कोल ब्लाक अ ाबंटन को लेकर सरकार को हुए प्रस्तावित राजस्व घाटे का जो आकलन सीएजी ने अपने विगत ड्राफ़्ट रिपोर्ट में किया था वह राशि दस लाख 67 हजार करोड़ रुपये का जिक्र वह अपनी इस संसद में पेश विधिवत रिपोर्ट में भी करती । पर उन कोल ब्लाक आबंटनों में एनटीपीसी , एमएमटीसी जैसे भारत सरकार के लोक उपक्रम और कई राज्य सरकारों के सार्वजनिक उपक्रम को दिये गए ब्लाकों को हटाकर सीएजी ने केवल निजी कंपनियों को दिये कोल ब्लाक आबंटन से हुए घाटे का आकलन किया और फिर उसने प्रस्तावित घाटे को करीब 80 प्रतिशत घटाकर 1.86 लाख करोड़ रुपये पर लाया । इससे जाहिर है कि सीएजी ने सरकार पर कोई राजनीतिक हमला नहीं किया है नहीं तो वह 10 लाख करोड़ रुपये के तकनीकी तौर पर हुए घाटे का जिक्र करती। सीएजी ने सार्वजनिक उपक्रमों को मिले कोल ब्लाक से हुए फायदे को सरकारी राजस्व माना है और उसने सिर्फ निजी उपक्रम को बिना निविदा के विवेकाधीन तरीके से दिये ब्लाकों के आबंटन की बदनीयत पर सवाल उठाते हुए इस घाटे की राशि को 1.86 लाख करोड़ रुपये आकलित कि या। इसके अलावा सीएजी ने कोल ब्लाक आबंटन के घाटे के आकलन का जो तरीका अपनाया है वह बिल्कुल पाकसाफ है। सीएजी ने इस बात को स्वीकार किया है कि भारत सरकार के वर्ष 2012 तक सबको बिजली के लक्ष्य को हासिल करने के लिये निजी व सरकारी कंपनियों को कैप्टिव पावर पलांट तथा सीमेंट व स्टील प्लांट के लिये क ैप्टिव कोल माइनिंग की अनुमति दी । परंतु जब मंत्रि समूह ने वर्ष 2006 में यह फैसला ले लिया कि निजी उपक्रमों को सार्वजनिक निविदा प्रक्रिया के जरिये कोल ब्लाक नीलाम किये जाएंगे तो उस पर फरवरी 2012 तक कुंडली क्यों मारी गई? इस आड़ में निजी कंपनियों ने अपने कोल ब्लाकों का कोयला अपने कैप्टिव पावर प्लंाटों के लिये उपयोग न कर इसे बाजार दर पर बेचने व मुनाफा कमाने के लिये उपयोग किया। सबको मालूम है कि कोल इंडिया द्वारा प्रति टन कोयले की उत्पादन लागत 583 रुपये प्रति टन थी जबकि कोल इंडिया इसका आपूर्ति मूल्य 1028 रुपये प्रति टन लेता है। सीएजी ने इन ब्लाक आबंटित कंपनियों की लागत को 150 रुपये प्रति टन विशेष मामलों में बढ़ा कर देखा है ऐसे में निजी कंपनियों को करीब 57 कोल ब्लाकों में मोजूद 6282.5 मिलियन टन कोल रिजर्व का कुल मूल्य 1.86 लाख करोड़ रुपये आकलित किया गया जिस राजस्व से भारत सरकार वंचित रही। चूंकि प्रधानमंत्री 2004-09 तक कोयला मंत्रालय के प्रभारी थे इसी लिये कोल ब्लाक आबंटन को राजनीतिक रूप से विपक्षी दलों ने ज्यादा संवेदनशील मुद्दा माना है। अगर यह मानकर भी चला जाए केन्द्र सरकार बिजली उत्पादन की महत्वाकंाक्षी परियोजनाओं को आनन फानन में शुरू करना चाहती थी और आबंटित कोल ब्लाकों में उत्खनन के कार्य में कोल इंडिया की ज्यादा दिलचस्पी न देख वह इन करीब 150 कोल ब्लाकों की नीलामी के बजाए निजी बिजली कंपनियों को आनन फानन में देने का मन बना लिया। पर सवाल ये है कि इन कोल ब्लाकों को प्राप्त करने के लिए भी ध्यान रहे कि करीब 14 हजार कंपनियों के आवेदन आए जिसके मुकाबले केवल दर्जन भर निजी कंपनियों को करीब 57 ब्लाक आबंटित किए गए। जाहिर है कि प्रधानमंत्री कार्यालय ने ऐसे में विवेकाधीन अधिकारों के बहाने पक्षपात पूर्ण तरीके से काम किया होगा और वैसे रसूखवाले कारपोरेट कंपनियों को कोल ब्लाक आबंटित किया जो उनकी सरकार और पार्टी के राजनीतिक व वित्तीय समर्थक रहे होंगे। मतलब कि ये बात बिल्कुल साफ है कि इस प्रकरण के जरिये देश में सरकारी राजस्व के नुकसान के अलावा कारपोरेट राजनीतिज्ञों के नापाक गठबंधन का खुलासा हो रहा है। कोल ब्लाकों के आबंटन के इतर सीएजी क ी दो अन्य रिपोर्ट को देखें तो उसमे सरकार की नेकनीयती पर और भी बड़ा प्रश्र चिन्ह लगता है। दिल्ली व मुंबई एयरपोर्ट के आधुनिकी करण के नाम पर निजी कंपनियों के साथ संयुक्त उपक्रम गठित कर सरकार ने उन्हे बेहिचक अपनी कामधेनू गाय औने पौने दाम पर दे दिया। सीएजी ने डायल यानी दिल्ली इंडिया एयरपोर्ट लिमिटेड के जरिये एयरपोर्ट अथोरिटी आफ इंडिया की जमीन की की गई लीज एग्रीमेंट से 5 प्रतिशत खाली कमर्शियल लैंड तथा अन्य लीज प्रावधानों तथा विकास शुल्क के नाम पर विमान यात्रियों से किराये के साथ कुल 3415 करोड़ रुपये ऐंथने सहित करीब 1.63 लाख करोड़ रुपये का फायदा दिलाने का मामला साबित किया है। सीएजी की तीसरी रिपोर्ट जो मध्यप्रदेश के सासन, झारखंड के तिलैया, आंध्र प्रदेश के कृष्णपटटनम तथा गुजरात के मुंद्रा अल्ट्रा मेगापावर परियोजनाओं के लिये आबंटित कोल ब्लाकों के दूरूपयोग को लेकर है। इन मेगा पावर परियोजनओंं की निविदा प्राप्त कंपनियों रिलायंस और टाटा पावर ने इन तीन परियोजनाओं के लिये आबंटित कोल ब्लाकों का कोयला अपनी निजी पावर प्लांटों के लिये प्रयुक्त किया। पहली बात कि इन मेगा पावर परियोजनाओं की प्रत्येक की लागत 20 हजार करोड़ रुपये रखी गयी थी जिसकी निर्धारित न्यूनतम नेटवर्थ पंद्रह प्रतिशत के बजाए सिर्फ 5 प्रतिशत यानी 100 करोड रुपये पर इन परियोजनाओं को इन्हें प्रदान कर दिया गया। दूसरी बात कि इन परियोजनाओं के लिये इन्हे तीन केन्द्र सरकार ने समझोते के तहत तीन कोल ब्लाक आबंटित किये। रिपोर्ट के मुताबिक सासन परियोजना के लिये आबंटित कोल ब्लाक का कोयला रिलायंस पावर ने अपनी निजी चितरंगी बिजली प्लांट के लिये 2007 में मध्य प्रदेश के मुख्यमंत्री की अनुशंसा के आधार पर भारत सरकार के मंत्रिसमूह से प्राप्त कर लिया । इस प्लांट में उत्पादित बिजली को यूएमपीपी की तरह निर्धारित सस्ती दर पर बेचने की बाध्यता नहीं थी इस आधार पर सीएजी ने यह आकलित किया कि रिलायंस पावर ने इस दूरूपयोग के जरिये तत्कालिक मूल्यों पर करीब 11000 करोड़ रुपये तथा बीस साल के दीर्घकालीन मूल्य पर करीब 29 हजार करोड़ रुपये का नाजायज मुनाफा कमाया। सवाल ये है कि सत्तारूढ दल आखिर कबतक सीएजी रिपोर्टों की तथ्यात्मकता की लीपापोती करता रहेगा। मीडिया, राजनीतिक दल, आंदोलन संगठन भ्रष्टाचार के नाम पर तथ्यों से इतर सत्तारूढ़ दल पर हमले कर सकते हैं पर सीएजी के रिपोर्ट मे शब्द नहीं, आंकड़ें और हुकूमरानों की बदनीयती और दागी करतूते साफ साफ झलक रही हैं। हो सकता है कि आजाद भारत के पिछले साठ बासठ सालों में सीएजी की रिपोर्टें सिर्फ रूटीन प्रक्रिया बनी हुई थीं और ये सत्ताधारी दलों को अपनी मालगवर्नेन्स के लिये आईना नहीं दिखाती थीं। पर अब यदि सीएजी ने उस ट्रेंड को बदलकर अगर सार्वजनिक धन के सदुपयोग और सरकारी राजस्व की पाई पाई का हिसाब पाने की एक नयी प्रशासनिक संस्कृति की अपनी रिपोर्टों के जरिये शुरूआत करना चाहता है तो इसमें गलत क्या है? हमे सारे देशवासियों को इसके लिये उसका शुक्रिया अदा किया जाना चाहिए। आज भ्रष्टाचार देश में एक केन्द्रीय चर्चा का विषय बना है पर इसके संपूर्ण रोकथाम की दृष्टि राजनीतिक दलों के पास तो कभी थी ही नहीं, आज भी नहीं है, आंदोलनकारी संगठन इस बहाने भ्रष्टाचार उन्मूलन का व्यापक फार्मूला न देकर अपनी नेतागिरी और राजनीति में प्रवेश को उत्सुक हैं ऐसे में सीएजी एक आशा की किरण दिखायी देती है। भ्रष्टचारियों को अपना दागदाग चेहरा दिखाने में सीएजी अभी शत प्रतिशत सही है।

CAG Reports ask for Administrative action, not A political reply

By Manohar Manoj 3 new reports of CAG, tabled in parliament have brought big uproar in the parliament. First, In order to augment the sufficient electricity production for achieving the target ‘’To avail electricity to all by year 2012’’, the govt. distributed coal blocks to the private power companies as well as to cement and steel companies having captive power plants without following auction route. Secondly , in order to modernize the Delhi and Mumbai airport, the land given by airport authority of India to DIAL was comparatively on a very lesser price and in the name of development charge air travelers were charged very heavily up to the tune of 3415 crore. And thirdly, some private power producer companies misutilised their delegated coal block meant for UMPP, were diverted to their own power plant and thus they made money and windfall gain out of it. Eruption of a huge spot of corruption and mal governance over the face of UPA government, just after the release of 3 reports of CAG, the Sonia- Manmohan led UPA Government looks more in offensive mood, rather than becoming defensive on it. On the other side, the main opposition party BJP this time stick with the demand not less than the resignation of PM of UPA, Which is already laden with so many corruption scandals. Both the players, UPA and NDA are heavily indulged in calculating the political gains and losses out of these CAG reports rather than following up this CAG Reports in making the system clean and free from all kind of corruptions. The thing is that on the basis of these CAG reports, there is no benefit of analyzing the issue of corruption in subjective manner whether in ‘parliament’ or in ‘press’ or in any ‘public forums’. Because, in last one or two year especially during the mass agitations on Jan lokpal and on the removal of black money, there has been lots of debate over the issue of corruption, but ultimately what happened ? it did not resulted in chalking out any broad measure to curb corruption in a comprehensive, systematic, scientific and sectoral manner throughout the country. But In real term, it is the CAG which has worked tremendously on the occurrence of corruption in the various fields of governance. The way, the various audit reports of CAG have suggested measure to curb corruption through policy manner, through functional manner and through conscientious manner. I think, the whole nation should hats off to CAG for their fantastic deeds. In last 3 years under the three tire system of governance, the CAG has audited various ministries, departments, Government schemes, subsidies, ceremonial functions and the way it has presented its findings, estimates, calculations and suggestions, if these are followed with good intention on the part of government and other administrative machineries, it will definitely start a new chapter on the way of permanent omitting of corruption in the country. But on the contrast to it, the way the ruling party UPA criticizing CAG, it puts this government under a much bigger question mark. It proves that governments are indulged in corruption and also pushing it horns on the allegation of corruption. It is amply proved by the CAG Reports, that how much rulers of this country are non accountable towards public money, how much unconcerned they are with the value of public money, how much involved they are with their vested self interest and how much bad intention they possess while making guidelines for any policy decisions. The way, the different Managers of UPA government have been terming the loss calculation of CAG, it seems they are just making the mockery of hard facts. Previously, during the 2G Scam, the newly appointed telecom minister Kapil Sibbal termed the 2 G net loss to zero. Subsequently the govt. blue eyed investigating agency CBI calculated this loss around 30,000 crore. Latter on, under the heavy pressure of Supreme court, media and opposition parties the culprits of 2 G and commonwealth scams were charge sheeted, but there was no any harm to the upper seaters like Sonia Gandhi, Manmohan Singh, Karuna Nidhi , Chidambaram and Sheela Dixit, simply because they did not involve their hand, rather acted as the ring masters. And now the UPA, despite becoming ashamed of recent CAG reports, its crisis managers are rather showing their arrogance and alleging that CAG has become habituated of adding zero after the loss figures. The newly appointed finance minister P Chidambaram said the coal reserve is still lying in uterus of mother earth, so where is the loss? The fact is that the way UPA government is making attack over CAG Reports and trying to hide the spot of corruption over its back and on the other side the opposition parties are trying hard to gain political benefit out of it, it is not going to benefit any to the cause of corruption and the solemn objective of application of purity in the public life. The fact is that no any political parties in India have ever tried to eliminate corruption and take any major initiative to curb it, neither in earlier times nor now. Most of the recently issued reports of CAG has vehemently proved and portrayed the existing work culture of public institutions and their total recklessness towards better utilization of both public asset and money. It has well proved, how the attached persons with public system like ministers, bureaucrats, contractors, corporate houses, middlemen and interest groups have been making nexus with one another. The ruling party is criticizing CAG in a way, as if it is not a constitutional body, rather an opposition party to the government. If it was so, CAG, in its earlier draft paper made on coal block allocation, estimated the total loss to govt. revenue to the tune of 10.67 lakh crore, but latter on CAG omitted the profit earnings of all public sector undertakings of union governments and state governments, who were allocated coal blocks by the ministry of coal in total allocated list of 160 coal blocks. CAG estimated only the loss of public revenue by those coal blocks, which were allocated to the private companies. Besides of it CAG objected on only two things. First why coal block was allocated without following the public tender process, despite the recommendation if GOM On coal in July 2006 to allocate coal block on the basis of auctioning only. But still the coal ministry continuously maintained the status quo till Feb, 2012. In the meantime the allocated companies utilized their coal block not for generating power rather they traded it and thus they made huge profit of around 1.86 lakh crore. The loss of public revenue is calculated by the CAG on the basis of per ton production cost and supply price of Coal India. So, how one can raise question mark over the loss calculation of CAG. Since Prime Minister Manmohan Singh was the in charge minister of coal during 2004-09 period, so opposition has made this report politically more sensible. If for a while we accept this perception of this UPA government that electricity production was to be augmented in huge proportion in order to achieve the target of electricity for all by year 2012, so let the auctioning of coal block keep suspended and in the meantime distribute the coal blocks to the power generating companies in an ad hoc manner. But the fact is that there was more than 14000 application came in the ministry of coal for getting these coal blocks and ministry of coal under the charge of PM Manmohan singh utilized its discretionary power in a partial manner that is why only around dozen influential private companies, who may have well wisher and donor of congress party, were actually granted around 57 coal blocks. So it was the case of both a huge loss of public revenue and great amount of nepotism. It also reveals the facts about the establishment of great nexus between politicians and corporate. Apart from the allocation of coal blocks, the other 2 reports of CAG rather makes bigger question mark over the intention and integrity of people sitting in the government. In the name of modernization of Delhi and Mumbai airports Ministry of civil aviation’s PSU airport authority of India made a joint venture with DIAL and under the agreement, the lands of AAAI were sold on rate of penny, seeing the market commercial value. Further they were given 5 percent extra commercial development land plus air travelers were charged extra amount around Rs. 500 per ticket in the name of development charge and thus company collected 3415 crore rupee. On the whole, 1.63 lakh crore profits were estimated to be made by Partner Company out of joint venture with the AAAI. The CAG’s third report on UMPP (Ultra Mega Power Projects) also tell us how the major private companies managed their influence in order to get personal benefit out of the agreement done with government. As per the UMPP agreement, ministry of Power awarded contract to the 3 ultra mega power project ( Sasan, MP, krishnapattnam AP, Mundra Gujrat) to Reliance power and Tilaiya Jharkhand project ,awarded to Tata Power. without depositing 15 percent of project net worth 20,000 crore. And secondly as per the agreement the coal block were allotted to these UMPP Projects. But as per the report of CAG, the coal block allotted for Sasan , was diverted to chitrangi power plant and thus owner company Reliance Power made huge profit of 11000 crore at current price and 29000 crore over 20 year period of time. And for diverting this coal block in illegal manner, Reliance Power managed to take recommendation of Madhya Pradesh chief minister Shivraj chauhan. Now the question is that up till what time the ruling party will be smearing the several factual and unbiased reports of CAG. It may be so that the loss figure of public revenue estimated by CAG may not be equal to actual profit made by private corporate companies, but whatever the loss, if not the 3.8 lakh crore, it is the loss of public exchequer. It is seen institutions like media, political parties and mass movement organizations attack government, not in fully factual manner, they go beyond the facts, but the reports of institutions like CAG shows the black deeds of ruling community along with full objective facts, not with the manipulative words. It might be possible in all its earlier reports in last 60-62 years CAG have been making its audit reports in a routine manner and were not trying to show the mirror to the corrupt ruling institutions, but now if this CAG has started to change its trend and want to initiate a new culture for the value of public money , then what is wrong in it? Rather whole nation must hats off to the CAG for its deeds. Today corruption has become a central subject of our national debate and discussion. What we see, it has not been curbed by our political parties, neither in the past nor in present. We also see the mass movement organizations are having no complete formula for eradicating corruption; they are more aspiring to join politics through their agitation over corruption. So, amongst these entire things, it is the only CAG, which seems to be big ray of hope for the countrymen. In order to showing the ugly faces of the corrupt officials, CAG is cent percent right.
