Suggestions for Finance Ministry By Economy India

  •  We want all subsidies to be abolished with better policy alternatives.

We want no subsidy for food, fuel and fertilizers. It will save around 3lakh crore annually and in place of this we will advocate to slash all major taxes imposed over petrol, diesel, kerosene ,LPG,  CNG, fertilizers and food items.
    After petrol, it is diesel, which is finally deregulated. Though, this process was initiated by previous UPA govt. in a very clever way by hiking only 50 paise per liter per month. We think this is good to keep these both items free from the clutches of subsidies. Even the Gas prices hike which has also got the endorsement of govt. since Nov, which would be less than 6 Dollar per MBTU. It is also appropriate decision. But on LPG front this government is still following the same confused policy which was started by UPA govt. Dual pricing of LPG is never a good policy. Govt. should not make provision of cash subsidy to be deposited in the bank account for this. Rather they should popularize 5 kg cylinder in a big way, which is not subsidized. All cylinders should have uniform price by hiking moreover by Rs. 150 to 200 per 14.2 KG cylinder.
    The fact is that LPG agencies are not in abundant numbers like petrol pumps. So we have black marketing, underweight and refilling activities over present supply system of LPG. The fourth fuel items, kerosene must be fully banned in urban areas and must be allowed only for rural lightening purpose on subsidized coupon basis, which is already operational and it is a good policy. These all process will save huge subsidy and in lieu of this govt. should start tax reforms over all these four fuel items, so that people could get actual relief
  1. We want to scraps PDS in normal course and it is to be run only for calamity condition and in the remote and tribal areas. In general we advocate food-coupon, kerosene coupon and mass lunger program with the help of NGO in place of subsidy system for food and fuel items.
  2. We want to guarantee cost plus prices to all agricultural products. We think in items like  milk, cotton and sugarcane, farmers get cost plus prices but in all rest agricultural products government needs to strongly implement minimum and maximum pricing policy. Minimum price needed for the economic security of the farmers and maximum prices for the pricing safety of consumers.
  3. We want to bring all agricultural input seed, fertilizer, water under market with public and private partnership with pricing regulatory authority. There is urgent need of inviting private investment in agriculture input production area.
  4. We want all infrastructure projects in the country to be initiated on the line of DMRC. We should take this as a role model organization for infrastructure projects, which is self sustainable and more or less have been free from corruption and scandals.
  5. We are strongly in favor of bringing all unorganized workforce wages under price index. We want to implement minimum wage act all over the labor market. We want to cover all of them with labor welfare act. Social security must cover all unorganized labor force.
  6. We are very pleased with MSME work done by government. We are also agreed with corporate governance.
  7. We advocate concept of land bank, where land can be purchased through mutual agreement basis and it can be sold to the investors through the guideline of regulatory authority. We want to bring the income of township living farmers under tax regime. We opposed land acquisition under compulsion except in some strategic or in the matter of national importance.
  8. We favor all tax reform, plus we want to reintroduce salaried  income tax rebate of Rs 1 lakh once again. Because we think all non salaried income tax payers evade or shift taxes, so the salary holders must have right to get some relief in their tax limit.
  9. We want to deal all corporate corruption with the help of CAG audit and anti corruption measures.
  10. We are not in favor of government and private monopoly over any areas of economy. We want to promote competition except for some tiny sector.
  11. We regard TRAI, RBI and SEBI as a role model regulatory authority. In the same line we want to bring regulatory authority for sector like education, health, public transport, Railways, electricity, petroleum, agro input. Though electricity has regularity authority, but they have not been able to establish themselves as an ideal and competition generating agent.
  12. We are not in favor of government and private monopoly over any areas of economy. We want to promote competition except for some tiny sector.
  13. Development over repatriation of black money which is deposited in Swiss banks, proved that in the elections or some rallies ,it is very easy to comment to bringing back black money, but in government so many complexities and procedural problems being pointed out by the political parties in power. I think, you make your endeavor over bringing so called black money which is firstly yet to be confirmed, but more important to start blocking all out flowing and in flowing black money today onward. it is more important to ensure it today and also for the future. Because many times we have seen for the sake of past we forget present and future both.
    In the past we may not have detecting machinery, required regulation and governmental resolve for checking black money. But pl. ensures all these from today. We have so many monitoring authorities like CBDT (IT investigation, IT intelligence, and International taxation), ED, CBI, State police, who have been deputed for this, what they are doing, that should be regularly reviewed.
  1. CSR must be utilized intelligently in area like toilet construction, sanitation, opening beggars home, help age home, orphanage, handicapped equipment, drinking water outlet etc.
  2. We think that NPA abolition, clearing tax arrears and omitting tax litigation must be taken in mission mode. Since Jandhan Yojna is going right on the track. PSU banks are competing well and delivering many financial services in successful manner, it is very necessary to enhance their salary and other facilities in parity with at least central pay commission.
  3. Finance ministry must start a national drive to prepare manpower status in every ministry and their respective dept., wings and PSUs, somewhere there is acute shortages of staffs , somewhere there is glut. it should be given proper level playing
  4. Though finance ministry has constituted expenditure commission, but it is very necessary to initiate continuous budget, as per the requirement of project or scheme.            v

Suggestions for Railway By Economy India

  •  First of All Railways must have separate dept. of Rail Infrastructure development within the ministry. Infrastructure building is hugely required in Railways so separate dept. is utmost needed for the ministry. Formation of infrastructure department is necessary in order to raise funds also for this purpose and also it is necessary to expand infrastructure of railways without any political favoritism region wise and constituency wise.
  • Railways should work on long term goal of meeting out on demand service to the passengers as well as to the transporters. For this Railway urgently needs 2 more parallel track throughout the country, thus it require to construct at least 1 lakh kilometer extra new rail track, which can be achieved not through railway alone rather with the help of big corporate of the country and for this we need revenue sharing based private participation in this work.
  • Railway has enough capacity to touch its revenue figure of 5 lakh crore per annum in the near future. For this we will have to allow ticket vending system in all train bogies and coaches. Every major stations and all junction must have just double numbers of booking counters what it has now and it is also necessary to allow private players with one rupee per ticket commission over all railway junctions.
  • The concept of forming station corporation must be rejuvenated which was proposed by ex Minister Dinesh Trivedi earlier. Railway should fully utilize the revenue potential by checking corruption, leakages, resource utilization, asset utilization, advertising bill boards on its spaces and clearing all scraps
  • Rail parcel and good trains must be marketed in a big way with commission basis. What happened in parcel and goods services now, railway merely get one third of revenue what actually it is being expended over it, rest money goes into the pocket of brokers, porters and other middlemen.
  • Premium trains must be stopped; this is just looting of needy passengers, what railway is doing that of a ticket broker which charges around 1000 rupees for a ticket which actually cost Rs 200 to 300. If Govt. keep continuing premium trains, it should fix  the maximum charges of the  premium trains not more than double of the actual fare.
  • For achieving the 'on demand availability of berths for any destination any time, all efforts must be done by Railways, in terms of increasing number of trains for the busy routes.
  • There should be long term planning for TT less trains. This post was suitable for British India, now people are more willing to get confirmed ticket, which is not available. All trains must have metro rail kind of technology. TT must be made coach attendant rather. Initially there should pilot projects for some trains on this.
  • Foods charges and description of quantity and quality charts must be tagged in every coach of the trains. There should be heavy penalty over overcharges and under quality of the all food items. The stipulated rate of a meal is Rs 55, whereas it is actually being charged 100 for a meal. The configuration of food items must be strictly maintained. There should be a complain box in every coaches.
  • Status of loco pilots must be given similar to plane pilot and there should be proper recreation and refreshment facility for them.
  • All railway zones must have status of public corporation and in same manner their whole functioning must be corporatized.
  • All station must have RO water station like Chennai where mineral water is filled at the cost of Rs. 3/ per liter
  • Rail fare must be allowed to hike by 5 percent per annum
  • Railway is ministry which faces maximum no. of complains of corruption. So it must have huge campaign for  eradication of corruption as well as cleanliness for it
  • Railway must encourage hiring trainee type of employment as much as possible. There should be proper review of all dept. and wings of railway, where is over staffing and where is under staffing and balance must be brought between the both situations. Any vacancy should be immediately fulfilled through casual or contractual employment.
  • Railways must have separate organization for land utilization and it should also form scrap dept.

Loot through Premium trains

Laloo Yadav brought railway in the bribe taker role of TTE by introducing Tatkal seva. He used to say, he is not hiking fare anymore but kept 35 percent ticket in tatkal quota and thus brought railway balance sheet on profit mode. Now in the name of premium train railway has come in role of ticket tout. Tout provide ticket by charging 500-1000 extra and now in the name of premium trains govt. is just looting the needy passengers. This is not fair. You hike your fare by 100 to 200 but do not cheat and deceit people in need. Railway is monopoly org., if it has a competition from private or MNC players, situation may not arised. What happened in telecom, until unless govt. players had a monopoly they used to exploit consumers, but ultimately competitions benefitted consumers? Ultimately you have to provide on demand confirmed ticket in railway. For this railway needed to speed up the investment process. If railway thinks doubling or tripling the fare would bring railway in profit mode, it is not possible. Railway's losses are due to corruption, mismanagement and loot by TTE, Engineers and suppliers.    v

Talking about General budget, it is such a vast issue incorporating over a dozen areas rather whole spectrum of Economy. Any analysis can be made on the basis of announcement and declaration and 2. visibility of governance over the field. from the announcement side it will be better to put it in welcome step and critical step 1. among the welcome step a. Refinancing bank in terms of MUDRA bank for the micro enterprises b. bringing more and more population under social security and insurance network c. establishing as much as higher educational and technical institutions in the states d. Easing the process of business establishment e promoting leakage free transfer and delivery mechanism
2 critical area are 1. hiking service tax, it will make many more items costlier 2. no measures for making agriculture, a profitable and sustainable profession 3. There is no concrete measure for unorganized laborers of the country 4 highly talked sanitation program does not discuss about systematic urban development and garbage disposal and it's focus areas don't cover small municipality towns and last point is unlike the announcement made economic survey, yesterday, the budget has not been able to contain fiscal deficit within 3 percent of GDP, It is still 3.9 percent of GDP
Talking about Budget, first the rail budget was in fact not a budget in a traditional way, rather a vision paper for the next 5 year, which was very much on line of budget presented by Dinesh trivedi 2 years back. I would like to say Mr. Prabhu, there are many suggestion more for railway. The way he has made seprate dept. for cleanliness. he must made dived railway into two part 1. Rail infrastructure development and financing and 2. Rail operation dept. It will make rail to function in more smooth manner
PM NaMo's speech in Loksabha today was very significant in many ways. what i understood his speech, he showed Sonia that see, your party was the starter of New Economic policy and Information technology, but you people backtracked over this and brought program like MNREGA and corruption generating many schemes. But I have taken the positives of New Economic Policy and IT development.In a way he made mockery of MGNREGA. Mr. Modi was very upright when he said that corruption can not be cured in political way through allegations and counter allegations, it require great amount of resolve.. NaMo said that his critiques also praised his political wisdom. I think that here Modi is also very right, because when he was sent to Gujrat as the Chief Minister of state, he immediately utilized the opportunity of identity politics, a very prevalent mode of Indian politics for making oneself politically strong and Modi did that. He first became a champion politician of a community and after then he worked as an agent of good governor in the state. His governing agenda has been always based on productivity and sustainability, not subsidy and he had backed them politically also
मोदी सरकार की पिछले 9 महीनो में कई तारीफें भी हुई, कई मामलो में आलोचना भी हुई। इस दौरान जहा जहा राज्यों में चुनाव हुए वह की एंटी इन्कम्बेंसी से मोदी और इनकी पार्टी को विजयश्री भी मिली , वही दिल्ली में मोदी और उनकी पार्टी खुद इंकम्बेंट बन गयी और इसके खिलाफ फायदा आप को मिल गया। बहरहाल इन सारे पहलुओ की आलोचना और तारीफ के आधार राजनितिक, विचारधारागत हो सकते है , परन्तु गुड गवर्नेंस और नयी आर्थिक नीतियों की कसौटी पर इनमे आलोचना के बहुत गंभीर तत्त्व नहीं है। परन्तु परन्तु इस सरकार के मुह पर निश्चित रूप से एक बड़ी कालिख लगी है , एम्स के सीवीओ संजीव चतुर्वेदी के मसले पर। यह सरकार भ्रस्टाचार के सवाल पर बेनकाब हुई है। पहले तो मौजूदा स्वस्थ्य मंत्री जे पी नड्डा की सिफारिश पर उन्हें हटवाया गया । कथित तौर पर हर्षवर्धन ने हटाने से मना किया तो फिर पीएमओ से दबाव डलवाकर हटवाया गया और फिर हर्षवर्धन को मंत्री पद से विदा कर उसी नड्डा को मंत्री भी बनवा दिया गया। अब दिल्ली हाई कोर्ट की नोटिस भी आ गयी। क्या नैतिकता बीजेपी की बनती है. इसी तरीके से कानून बन चुके लोकपाल पर यह सरकार प्रोएक्टिव नहीं है , क्यों। मूल सवाल ये है की ब्यूरोक्रेसी रिफार्म का बड़ा एजेंडा सरकार के पास नहीं है जो जनता के प्रति भ्रस्टाचार के लिए मूल रूप से जिम्मेदार है
There was a time, when land reform was one of the big issue in the political economic domain of the country, now it has been replaced by the issue of land acquisition. But the land acquisition issue is being presented in such a way, as if the farming community residing in the outskirts of metropolis and urban centers do not want to sale their land and govt. & corporate are forcibly acquiring their land. These farmers definitely want to cash the opportunity, they are just trying to get as much as prices of their land and for that they are bargaining with the purchaser of land. I think this landowner class residing in outskirts of urban ares , actually do not represent the whole farming community of the country. these are land lords few, who have amassed huge wealth because of urbanization, in terms of land sale and rent both. i want to say that why the clause of 75 percent has been kept, why not either zero or full 100 percent support clause. this 75 percent clause will promote bargaining, bribing and politics of support, ultimately slowing the path of project. the best option is that, for the big project, there should be concept of land bank which will work for both land seller and land buyer in urban, metropolis area. Ultimately we need a complete policy over urbanization,so that we have sustainability of agriculture in every respect. In case of strategic and governance matter, i think there is no dissentment
