We urgently need a policy for the foot path shop owners. just few days ago Kezri blamed that police collects money from the footpath shops, this is a whole India reality. Police collect money just by showing fear to the shops laid over foot path and pavements and by saying that their presence over foot path create problem to the traffic as well as to the law and order. Shopkeepers also feel that police is authorized to collect bribe from them and so they are habituated to give them money for utilizing space over foot path. Secondly the municipality committee or corporation people also come and they also collect bribe money from them. We all know shops over foot path is a reality and we can not remove them. It happens, when for few hours or some day shops over foot paths flown away because of fear of raid by the municipality people, otherwise in longer run they continue over there and people also need them.
So why can't we make a nationwide policy for the shops laid over all foot paths, after charging some meager amount of money to be collected by municipal authority. And police must be totally disallowed to harass them, just like few months ago NCT Delhi dept.. Governor disallowed police to collect money from the builders. This method will enhance the revenue of municipality and secondly all pavement shops must be compelled to clean their surroundings over the foot path, which will solve the cleanliness problem of foot paths also.
last year there was a bill laid down in parliament, that was for the protection of interest of street vendors. There were numerous socialistic speeches made by by MPs, but ultimately what happened? Police is still disturbing them and making money. After all there become lacuna in policy, which gives opportunity to the govt. servants to make bribe money
