The way provision of fixing minimum qualification for local body election, mentioned in president address to parliament was forcefully removed by Congress party over its voting in Rajya sabha, it amply proves that Congress party is solely responsible for the all degeneration in the Indian democratic politics during last 70 years.

The thing is that country should have fixed this criterion for Central parliament and state assembly also, but that is compelled for its foeticide .
