Modi government is completing its one year term and enormous analyses are being done over his one year term of governance. When we start analyzing any governing rule, we find various section analyze them in their respective context only. Very few institutions and persons are to be there who try to observe the performance at large, macro and on multiple levels. There are very few organizations who judge the government's work without considering its performance in the context of their own interest.
What we see most of the times, the persons/ groups/ institutions generally quotes performance of govt. when the decisions of the government become directly connect with their personal interest, if it is fulfilled they praise the government and if it not, they criticize the govt. There are few groups who analyze govt. on its deliverance at mass scale.
In general while reviewing or analyzing any govt. we take the view point of opposition parties, various interest groups, Media, Corporate group, the salaried class, the common people, the rural people, farming community, daily wage earner, the middle class all have self centric special perception and their reactions are being taken into account with much emphasis.
We all know, the opposition party members can't praise any government; they always try to search out defects in any ruling government.
Media, by definition is the only organization, which must analyze any government without any bias, fear or favor. But unfortunately we never have any prevalent parameter and criteria for watching any government or even contesting political parties. If someone has decided that he has to favor anyone, he will pick only positive things despite the presence of many defects and if someone has decided to oppose, he will pick only negative aspects of the governments, despite the presence of many effective performances.
In our sort of democracy it is also there, winning of by elections or winning some state centric election or third tier election is regarded as the favorable signal for the winning party, whether they are as ruling party or as opposition party at the centre. Sometimes we go for mass survey on the basis of various issues and aspects of governance and as per the findings of survey we create the foundation of analysis of any government. Overall, we find that we are still dictated by our some established trends and traditions, while analyzing performance of any government.
Sometime we see the initiative are taken by the ruling party for bringing the fundamental change in the governance, especially in the initial phase of governance, which is very important seeing the long term perspective of any government. We believe that the Modi government, which came in power through taking the help of anti incumbency factor of UPA government which was in power for two terms as well as the issues of price rise and corruption was at the top of un satiety list of the common public. In this context when go into full details of one year performances of NaMo government, we find this government has been only a routine government, but certainly a good routine government, rather a very path breaking government which have had tried to alter all the hindrances coming in the way of corruption and price rise.
Following may be main comments over the performances in last one year as per the status of prime schemes and campaign launched by Modi government in last one year.
>> There is no big initiative for fundamental changes in personnel policy, remunerative prices for farmers, permanent price stabilization policy, rural infrastructure development and composite method to curb corruption.
>> Jan dhan, pradhanmantri jivan beema, Viklangata suraksha and Atal pension plan in tandem, most significant initiative of Modi government, which has provided a big foundation for the economic empowerment and social security of informal, poor and rural class, without having any provision of big subsidy. But it would be seen in the future, how much population it is covering around.
>> 'Clean India campaign' has just been either rhetoric and posturing of some politicians; this campaign asks for formulation of mega plan of cleanliness, waste management, urbanization and colony regularization and mass construction of toilet and urinals with provision of huge amount of funds with clear-cut responsibility of all three tier of government. The fact is that 5000 municipality towns of the country have never a single day brooming in a year. Only Delhi and some mero cities cleaning will not solve this great cause.
>> Make in India program is a package of program having good intention and a very required kind of campaign to make the country a manufacturing and employment capital. But it require series of consistent initiatives with lots of reshuffling of related issues, which is undoubtedly being taken by the govt. also, but still this campaign has not taken its shape, that will require more time and more endeavor on the part of Modi government.
>> On foreign front, this govt. has performed in distinguished manner, it was visible vary from its oath ceremony. Very immediately, Modi has received worldwide attention. Foreign relation of the country has been very well crafted taking into account of its economic interest. Over the issue of becoming permanent member of UN Security Council, the endeavor of Modi government has been very appreciative. The relation with neighbors has definitely got a new dimension, barring the Afghanistan, where the new Gani government is not to be said Indian friendly unlike previous government.
>> This government's recent move on real estate regulatory and land acquisition bill has a sound of its tilt towards corporates. The urgency and disobeying the farmers consent gives signal that either this govt. is of the view that agriculture will be no more priority area for it because of under productivity and less potential of gainful employment or it wants to enacts this bill taking into interest of corporate groups.
>> On the front of running of legislative houses, this govt. has performed well but there is no fundamental initiative to reform it regarding whole business of parliament.
>> In terms of spirit, the centre- state partnership, a clarion call by Primeminiser Modi is highly appreciative one.
>> Control of fiscal deficit below to 4 p.c. with the help of lowering of oil account deficit and subsidy cut has been very fortunate things for this government.
>> The higher revenue earning on the front of coal block auctioning and spectrum licensing by 1-2 lakh crore is also one of the significant achievement of Modi government.
>> Announcement for food and fertilizer subsidy to be given directly through banks and Adhar card to the farmers is very welcome step.
>> On the front of managing the natural calamity the government has performed well.
Bad signs
>> The banks are running under loss.
>> NPA is rising.
>> Farmers' suicide and plight both are same; there is no breakthrough over this.
>> Petty corruption and lower corruption is still operating in same way.
>> Railway and post office have the same bad performances.
>> Repetition of past policy over LPG subsidy is not very healthy one, perhaps the hidden agenda of previous government as well as the present Modi government to bar all people from subsidized LPG. Still Govt. must go for single pricing system for the LPG consumers, without subsidy transfer system. Already various complains started to arise in the counry. Popularizing as much as use of small LPG cylinder is very good move, it will take long time to systematize it.
>> GST is still in pending mode, given to rajya sabha select committee, not likely to be implemented even next year.
>> Despite the announcement for promoting defense industry and hardware industry at the domestic level,we are still heavily dependent over import particularly over china which have huge trade advantage over India at the cost of ours disadvantages. India just exports 15 billion dollar to the China against the import of huge 55 billion dollar.
>> On the front of corruption and black money, some eye wash been done through amendment in anti corruption 1988 and new Act over black money, in which corruption and non disclosure of black money have been termed as heinous crime, maximum imprisonment of 7 years term, but no doubt over black money this is unprecedented initiative, but not a very tangible one, as the critique of this party says.
>> Modi has given a very bad impression of making his full command over all ministry which shows his autocratic style of functioning.
>> Media has been humiliated on several occasions and in a tactics mode on important occasion, it is being ignored.
>> The New Judges appointment bill has made the top judiciary angry over Modi governmet, but it is yet to be seen whether this new move will change the present atmosphere of judiciary in the country.
