on system, not
on Individual
It is matter of great rejoice that the
tempo of anti corruption environment
in India has not faded
yet, but at the same time it is matter
of great disappointment that this
anti corruption trend has become
individual centric not the system
centric, so it is not going to help
anyway to cleanse this corrupt system.
The present environment
reminds us of era of allegation and
counter allegation over corruption
which we witnessed during Bofors
scandal, which ultimately converted
in leadership race between VP
Singh and Rajeev Gandhi.
Resultantly, there was change in
political regime, but there was no
change in the corruption regime of
the country.
It is very sad that in last 2 years, the
country which witnessed churning
of different anti corruption ideologies
and polarization of different
anti corruption movement, should
have easily converted into an intellectual
renaissance and it consequently
preparedness for the series
of socio political and socio economic
reforms in the country in order to
make the country free from all kind
of corruption. But what all development
took place in last 2 years
whether i.e., battle for the formation
of Lokpal under the leadership of
Anna Hazare and latter on it's bifurcation
and formation of political
party under the leadership of
Arvind kezriwal or fight for repatriation
of black money deposited in
Swiss bank under the leadership of
Baba Ramdev, these all development
were ultimately got focused
on some individuals of ruling party
or opposition party. Under this we
saw person like Robert vadhra,
Salman Khurshid, Nitin Gadkari
and so on have been targeted and
termed as corrupt.
In order to cleanse the country from
all kind of corruption, if we choose
the path of targeting some corrupt
individuals, it will be just repetitions
of old politics of corruption,
which have been taking place during
election time, which ultimately
help to change person, but not the

Kejriwal & Bhushan say they want to attack on corruption, not on the individuals, but they are
doing just the opposite. They wear Gandhi topi but their working style is similar to tehalka .
They completely lack vision how to remove corruption. Their publicity seeking attitude is not
going to solve this gigantic problem of corruption. Politician corporate nexus is an established
fact of Indian polity, suggest how to remove or curtail it. Reliance was ambitious like Kezriwal.
It made alliance with Pranab Mukherji in 1980 and both help one another. In the same way
kezriwal wanted to get limlight so he allied himself with Anna Hazare and once he g0t publicity,
he leaved Anna and joined in race of dirty politics of allegation and counter allegation.

system, so what we see one corrupt
person is replaced by another corrupt
person and thus and at the end
we have another corrupt person in
driver seat. We have seen how
some politician like Morarji Desai,
Jagjivan Ram, Pratap Singh Kairo,
Laloo yadav, Mulayam, Mayavati,
Sukhram, Goerge Fernandez, etc.
were targeted earlier by their rivals
but this process never changed the
system. In the same way we have
seen how the ruling parties have
made some individuals as scapegoat
in spite of cleansing the system.
If we attack individuals, it
should not be done in at random
manner. We should have systematic
data of all corrupt practices,
wealth making and misutilisation
of powers of all top politicians,
bureaucrats, corporate, Judges of
the country and then we have revelation
of facts of each and every
public figure, then it will help some
cause of crusade against corruption
in the country, otherwise the sporadic
caught and targeted revelations
over corruption, will never
help in making our public life more
fair. For the short span of time the
rivals of the caught person will get
benefit out of it, but it will never
help the system to become cleaner
and cleaner.
The present trend is such one who
is caught is thief and one who is not
caught, he is not thief. Why not we
have system, where all corrupt are
caught at one point of time and all
honest are rewarded at one point of
time. We need a great resolve to
become corrupt free nation. First we
have to clarify that why we need
curb on corruption, second we have
to clarify that why non corrupt system
have more beneficial affect over
the masses and third we have to
clarify that non corrupt system will
give more opportunity and impetus
to earn wealth and fourth we have
to establish this facts corruption free
system will have both macro and
micro benefit. If we become able to
build a strong national fervor and
consensus on these 4 points, it will
be easier to build consensus and
frame a comprehensive measures to
restrict all kind of corruption. For
these we have to pick some fundamental
area where correction and
adjustment measures should be primarily
brought out.
We must know this fact that we
have corruption of several institutions
of the country and institutions
of the corruption both. We have to
search out the root cause of disease.
If we took area by area, sector by
sector, case by case whether in
political sector, in administrative
sector, in economic sector, in various
institution of government and
society, we have better result. I
think we have to start four facets
measures-1. Policy reform 2.
Institutional reform 3. Induction of
technology 4 ethical revolution 5
legal restructuring.
We must not forget the government
which is facing the music of corruption
most, is UPA, is also given credit
for coining the RTI act. This RTI
act has been instrumental in
repelling the secrecy of corrupt
practices in administrative system.
It consequently we have more
breaking of corruption activities.
But this breaking and dissemination
of information come on the vagaries
of the complaint. The question is
that the breaking of corruption
depends solely on some individual's
yearning to get details and facts.
Why should we not have a automatic
transparent system with the help
of technology. If we focused on at
least a dozen major reform oriented
around two mega classification 1.
Political reform and 2. Economic
reform, half of the problem will get
solved. If our constitution curb all
kind of identity politics and populist
economy, majority of the problems
would automatically solved.
Second, if we want to eliminate corruption
from the various walks of
life, we will have to take several
areas of corruption in holistic manner.
If we discuss the corruption in
health sector, we should start eliminate
corruption very from policy
matter followed by institutional
reform, implementation and operational
methodology, We know this
that policy of competition has eliminated
corruption in big way, but
government is not uniform about it,
it has a selective perception about it.
If there are policy loopholes in the
system, it will immediately attract
corruption. If technology help
Metro railway to ensure no without
ticket and harassing of TTE, then
why not we adopt technology in
lieu of futile debate on corruption.
in order to fight corruption
to allege against some particular
person and again
counter allegation will not
help at all. that is why the
politigentia of this country
have never been able to
eliminate corruption in
this country. because their
objectives have always
been to prove their rival
culprit and vice-versa.
